How to install windows 7 on a newly build pc

I just built a new pc and I'm trying to install windows 7 via USB key. I entered the bios and set removable device to primary and save and exited. but when I tried to start the installation a page that says "Reboot and select proper boot device or insert boot media and press a key"pops up. When I press a key the message just pops up right beneath it again. It will do this infinetly. How do I install windows 7 and fix this problem?
