Question How to install windows off the “gnu grub” screen

No, you cannot install windows from the Minimal BASH-like line editing is supported error prompt.

But if you don't care about the broken Linux install on the disk, you could boot from the Windows Install Media, wipe all the partitions from the HDD and point the installer to install Windows to the unpartitioned empty space.

Don’t know about today but..

Windows was always the first OS installed when setting up a dual boot system. If it is the last OS installed it doesn’t play nicely, any references to booting other OSs is deleted.
Linux installs grub which handles the bootloader management and sets up a screen to allow the selection of installed OS to be used.
It isn’t that windows can’t do this, it is that Microsoft chose not to do this.

I don’t want dual boot, I want to get windows and windows only

None that I know, Microsoft plays dirty.
The closest to a workaround would require a reinstall.. windows first followed by any other OS

Unplug the HDD first. Install Windows when only the SSD is connected (and obviously the USB stick the Windows installer is on). Then you can reconnect the hybrid HDD and format it however you like.

If you ever decide you want to try Linux Mint again, I'd strongly suggest disconnecting the SSD and installing Linux when only the HDD is connected. That way you don't have to mess with boot managers like Grub or Windows' BOOTMGR at all, you just use the BIOS to select which disk to boot from
