Question How to know if my PC is performing as it should

Is there a way to check if my PC is performing as it should? I am currently running a ryzen 5 3600 paired with a 3060ti and 3600mhz ram. Sometimes I experience stuttering from games and it makes me think that something's off with how my system is set up. Help please

You might want to parse the full specs to your build. Please list them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:

Include the age of the PSU and the BIOS version on your motherboard as well. Including the games you've taxed the system with also adds context to your issue.

UBM

Reboot.
Wait a few mins.
Run UBM with the browser closed.
Post a LINK to the results page.

It provides some info and may show if something is out of wack.

Look in the samsung toolbox for rapid mode or dram caching or whatever samsung calls it and turn it off.

You have too much background stuff running make the startup group skinny.

Did you close the browser before running UBM?

I ran another test with the tweaks you told me MSI B450M MORTAR MAX (MS-7B89) Performance Results - UserBenchmark

Everything looks good so far. Maybe I should keep Gsync off?

Smarts not declaring a fault.
Seagate has their own method of what the readings mean so it's not easy to make sense out of what is showing.

Do you have the optimize app setup to run on all disk?
