Is what you mean mean to ask: does HP use proprietary components, specifically the motherboard?

Just looking at the back of the case you can see it doesn't follow industry standards: there's no removeable shield used so all I/O connectors have to line up precisely and they're not in the 'usual' locations. That means a custom designed motherboard to make it happen. And since it's that far in deviation already I'd also be doubtful it has board mounting point stand offs located in the right position. No industry standard m-ITX or m-ATX board could fit that case without some serious hardware modding...but nothing you couldn't handle if you have a die grinder and know how to use it.

I have to imagine the BIOS is typical HP with extremely limited features you can alter. That will make upgrades (processor, memory) limited too: only to those HP wants you to be able to upgrade to, specifically. But with a 310W PSU you'd not go far anyway, so HP is just saving you from making a mistake in that way.

I can't find a picture of the insides to see how the power supply connects to the motherboard and if it uses a standard 24 pin connector, with CPU power. I also wonder if it has a GPU power connector and how many pins. I wouldn't want to put to powerful a GPU in in any case (that 310W PSU again). You can probably go looking for a more powerful SFF PSU but I would plan on some drilling at least to mount it.
