Hi , soo recently i bought a new gpu , and i was wondering if the gpu would be turned on or not when you have the monitor plugged to the motherboard instead of the gpu

Probably, but unless you are connected to the GPU, the displayed image is not using the GPU.

The gpu is going to be initialized as a pci-e device but will sit at idle. You most likely end up consuming more power with using the integrated gpu instead of the gpu when it's sitting in low power mode.
