How to limit wireless bandwith

I'm upgrading to faster internet and need to limit our bandwidth due to a data cap. How can can I stop my housemates from overusing our data over wifi. I have a crap $30 router

Get a better ISP with Gigabit Ethernet, no data caps, no contracts, low rates and no throttling.

But what about the Telecommunications Act of 1996 in relation to ISP's like Verizon and Comcast. If they continue to be under Title I because the FCC won't reclassify ISP's then they can continue to rip us off with caps and fee's.

I live in a rural part of the country. All ISPs have data caps

You might want to invest in another router and let your house mates use the guest WiFi on said router.

I have a Clear Mobile HotSpot for sale new in box if you're within coverage of a tower you have unlimited 5 Mbps Download 1 Mbps Upload (Average Speeds) for $55 a month. Also Clear isn't making them or selling them as they were acquired by Sprint a while ago. No Caps, No Contracts, but not much Speed but hey it's unlimited Clear Spots are hard to find now but I've got a few in stock.
