how to lose fewer incoming packets

Pinged new ip address and 75% of packets not received, 1 timed out. ASUS router RC AT3200 TRI-BAND running on suspect 8.1 machine. I had wanted to use MAC instead of ip address but option never saw option during router setup. Could anyone tell me if possible and how to do, greatly appreciated

Are you pinging a LAN address or a WAN address? If it is a WAN address, it may be beyond your control.
