How to lower fan speed below 23% (Water cooling)

Hi,

I just bought a connector to allow me to run PWM fans from the graphics card fan header, so I can control fan speed for one of my radiators based on my GPU temp. I have Noctua Industrial fans which go up to 3000 RPM, so they're pretty loud, and I want the RPM to be as low as possible while idling, as currently it's loud and at 23degC. I made a custom fan curve on MSI Afterburner, but it won't allow the fans to go below 23%.

How do I override this?

Radiator fans should be controlled by the water temp and nothing else.

You can't. Pwm fans run @18% to 25% at absolute lowest rpm, depending on the fan. Better analog fans will do @40% duty cycle, most only drop to 60% minimum. That being @7v-12v.
