Question How to make a shortcut/batch file that blocks installers from running.

I work in a gaming cafe and i want to setup a shortcut or a batch file that blocks installers from opening to prevent users from installing unwanted software.
i found the group policy method but is there any way to make it work with 2 shortcuts (enable, disable)?
or is there anyway to block chrome from downloading exe files?
or making a batch file that deletes exe files while it's running?

Why on earth would you need this?

In a setting such as you're describing just make sure that the user account that's logged in "for public use" is a standard account and they can't install a blessed thing. People can download EXE files or whatever until they're blue in the face, but they won't be able to run them.

Standard user account. They don't have the admin password, can't install anything.

Second, consider something like DeepFreeze.
Returns the system back to your base configuration every night. Or every reboot.
