How to make a system image without backing up all the files?

I know that you have the option to make a system image in Win 10, but this will also make a backup of all the files stored on my HD.

I just want to make an image of my Windows in it's current state, kind of. So I don't need EVERYTHING on my drive.

I understand that I can move everything I don't wanna backup to another drive and then make the image and then put it back.

Any other ideas/tools to do what I need specifically?

You really ought to make a full system backup. It doesn't take that long to a USB 3 external hard drive with a good program like Macrium Reflect or Easeus Todo Backup. Both are free for non-commercial use.
