How to make bootable disk?

I have a usb thumb drive with a back up of the windows 98 and 95 installation disks. is there a program i can use to put these files together and make an installation disk so i can install either on a computer?

go on easy2boot.com and follow their instructions. One you make the drive contiguous, you just have to dragand drop the iso file in the iso folder and voila, you have a multiboot drive! walk in the park

So doing this will i have to always boot from the usb or can i install the os on a hhd?
