How to make CPU runs faster ?

Greetings,
I have an i7 8750H on my laptop and I'm currently installing Naruto Shippuden: Ultimate Ninja Storm 4 for the second time, the first time the install process took like 98% of my CPU usage and it took only 2hrs to install it.
This is the second time I'm installing it again and it's only taking 2% of my CPU usage, the CPU is running on 30% of it's power... I've set the PC on High Performance and it's plugged and everything is set to maximize performance so how can I get it to install faster ?

CPU doesn't have much to do with install time of a game. It's more drive speed.

Are you downloading and installing(from steam) or just installing - like from cd? It may be downloading which really wouldn't be helped by having a faster cpu
