How to make everything download to my HDD and not SSD

This is really becoming a problem...

In the storage settings, I set my HDD as the location for all new downloads, yet games and programs are still getting installed on my SSD. My SSD only has 120gb of storage, and i only intended to use it for the OS, but now everything is on it and my hard drive hasn't even been used yet...

If your downloading games with programs such as Steam you should be able to create a new folder on the HDD, from there any future downloads should go to that file when you go to install a game (it will also ask you which drive to download the game to).
