How to make PC quieter?

Got pretty good, silent fans until they need to intake through a grill and a dust filter. Thinking about either getting a case with less resistance in the front, or a closed case without a side grill. Might switch out the fan for my T4 EVO since the stock one is not quiet enough. My neighbor has a Corsair Obsidian Series 450D Black with stock fans and a 980 Ti Hybrid. Quietest build i never heard. Near silent. I cant tell if its the case, the fans, or the GPU.

What are these "quiet" fans of yours? I was in a similar situation and simply decked out in Noctuas and now my PC is silent. Your PSU may also be noisy depending on it.

Corsair Quiet Edition AF 120mm. I recently added a Cougar Vortex fan for my top exhaust, and it sounds almost identical to my Corsair fan that i previously had for top exhuast.
