how to make sure you buy a legal copy of windows 8?

Hi, I'm trying to buy a new laptop, but I'm wary of buying one that doesn't have a legit copy of windows on it, because of a previous bad experience. Can anyone advise me?

I've spotted one on Ebay, and it says: OS not installed - Windows 8.1 COA on BIO" - I don't suppose anyone can tell me what this means?

Is there a reason why you are shopping on Ebay for a new laptop? There are better options for new out there that would come with Windows preinstalled.

Yes, I'm working on a budget! So can't afford a new one. Also, I want Windows 8/8.1, not Windows 10. That's why I'm looking on Ebay. I've spotted some refurb stores online, but after running them through 'Trustpilot' it doesn't look great.

Most systems that have a COA for 8.1 will typically have a Windows key built into the BIOS. Its weird but thats how they have done it since 8.

Also not sure why you would want 8 over 10 especially since it wont have as long of support but if you have a budget I guess that makes some sense.
