How to make wifi from pc (hotspot?)(add router?)

I want to have Wifi in my home for my smartphone. I had unlocked my neighbors internet password. My wifi antenna see's the internet clearly, I had already tried hotspot whit my wifi card in my laptop but is slow (0.1Mb) . Any ideas how to speed up my hotspot or make wifi whit router(Tenda) like: internet->pc->router or anything else.
