If every person needs an MSDN sub, then you purchase 50 MSDN licenses.
Simple as that.

what i am asking is can i let the user handle the MSDN account or should i use IT team to handle his msdn account because there is a chance the user can misuse the license.....

How can they misuse it? Only way I can see is getting the license keys and selling them. Which is obviously not allowed.

If you force your developers to go through some 'IT team' to use what the MSDN sub provides, you will slow down the whole process.

What, specifically, are you concerned about?

I mean if they release the key in internet or used it for their personal use like that because we can't monitor their account they will have the username and password. We can't find how they using they will have the full control of their MSDN account. I mean letting user to handle the control of MSDN account is not a secure process isn't it???

This is simply a case of hiring responsible people.
Your corporate policy states "You may not do this".

If they do...show them the door.

if they used in some other machine if the microsoft audit finds out the key is used in another user machine they will fine the company isn't it. its a potential threat to the organization.

This is why you have a written policy stating "Do not do this. Penalties for violation may include firing."

Yes, you need a person or team to manage the subscriptions (and all the hardware and other licenses as well). But don't put too many barriers between your developers and their resources.

Even we fire the employee the fine is going to paid by organization not the employee right. what i am suggesting is if a employee needs a software they should make a request to their manager after getting the proper approval the IT team will provide what they want. the developer shouldn't have to manage the license isn't it.

i am planning to collect their MSDN user name and password and documenting what are the keys being used.

you can suggest any other plan also i am totally confused :)

So....for each role, there should be a standard load of software.
VisualStudio, Azure, whatever....

If they need something else installed, this is a matter of discussion.
So don't give them rights to install new applications on their system.

This is a whole different thing than someone discovering the license key and selling/posting it online.

MDSN benefits is a whole lot more than just software licenses.
