How to max FPS on any game?

I am having problems because for some reason I get a weird bee-like noise everytime i have over 100 fps so I want to max it to something like 60fps. How can I do that easily. I know of a program called MSI AfterBurner but I am experiencing some problems with it.

I would like to have some way to max it just by going into the computer and changing some settings but if you know any program that works just as good I will try that out.

Go into the game/program and enable Vsync. It will cap your FPS @60.

What is your video card? There are some options that are different depending on the card.
