how to open advanced audio control when you cant click it cause it greyed out? or program that allows all hdmi output managed?

yes, i use XP still! I got my drivers installed. I have my pc connected to a TV through HDMI cable. Some times sounds are not loud enough and other times it makes me jump cause its too loud. I just want a way to stabilize sound output to my TV so im not always touching the volume level. I know XP is unsupported but figure there might be some nice and willing people who know how to do this.... is there a program that does this for all audio output? I would get a newer version of windows but cant afford it. Please help me out...
