So I have a dell XPS 8300 with a locked bios and locked CPU. I know the risks with OC, and I'm fully aware of it. Any chance of help?

Go into the bios, most of the time you need to press f2 or del or whatever it shows on your post screen

Go to the tab that has the overclock settings for me this was preformance.

Switch the host clock frequency overide to manuel.

Select the desired host clock frequency.

Save the settings, Go into windows and do some stress testing and see if the clock is stable.

If you get bsod just up the voltage or select a lower base clock. (Repeat from step 2)

Try my tutorial "Overclocking Dell BTX Computers" It's about overclocking locked BIOS computers. The part about coolers, and GPU fitting wont apply to your ATX, but the O/C part should help.
Unfortunately Throttlestop only controls voltage on LGA775 motherboards. BTX pretty much came and went with LGA775.. So I don't know how you could raise volts unless you find a VID pinmod for the later CPUs.

It has a strange feature. First time you load it it's in demonstration mode only. Turn it off, then back on and see if you can save settings then. It's working for me on LGA775. What O/C features does your XPS BIOS allow? Do you have an unlocked CPU? It does require that. It was designed to underclock laptops. if you can underclock then it's working. O/C only happens with unlocked CPUs. This method works on changing multiplier not fsb. For fsb overclocking you can try Clockgen, or SETfsb. Some people have luck with this, especially if the MB supports a faster fsb than the CPU has.

Bios doesnt support OC.
