The short of it is in your use case:

• For the CPU, if you have a Z-series chipset motherboard, muck around with the CPU clock multiplier in the UEFI settings.
• For the video card, use MSI Afterburner to have it scan how much you can overclock it by and using the value it comes with into where you can adjust how much clock speed you want to add.
