Your question is a little vague - what exactly do you mean by distribute?
If you are referring to leasing out addresses from a DHCP server, then yes these can be configured as 'static' by using the MAC address of clients to associate that computer to a specific IP address. The result of that is that each machine effectively has it's own permanent IP address, but you get the benefits of central control of resources.
