how to put a password on files and folders without encryption

I want to make a user account for someone else on my computer but not give them the permission to go through any folders and files that are on my C:\ and D:\ drive. Is there a way for me to password protect these files and folders without encrypting them and without having to run a .bat file to make the files and folders visible and run it again to make them invisible. I just want a password on them that is always there so that if you want to go in them, you have to enter the password. Or only give the admin account (which is me) access to these folders and files.

Solution
A user account will by default NOT have access to files belonging to another user account. That was one of the main reasons for Microsoft to implement user accounts on Windows 2000/XP.
