how to recover my files. cant boot to windows,

my windows is not booting. and I tried to recover my files using windows installer, I already boot from cd then click repair computer. after that i didnt see a thing except from the background of windows only.

Download the Hiren's Boot CD/USB ISO, burn it or install it to USB, boot it and you'll have full access to the HDD to backup your files to USB drive or to a new HDD partition.
