Ask whoever owns the network you are trying to connect to. Otherwise, we can't help you.

If you are trying to reset your own password on your own device (that acts as a hotspot), you should be able to reset via the Hotspot app itself.

Settings -> Wireless & Network -> Tetherring & Portable Hotspots (depending on the model may differ the flow)
Tick the Portable Wifi hotspot.
Select its settings, Select Configure portable wifi hotspot & change the password.
