Question How to recover the CPU that makes disturbing noise ?

I assume you mean the cooling fan on the CPU since CPU themselves can't make noise (maybe rarely)

Probably not CPU, but entire PC is making noise.

Locate source of the noise first.
That can be some fan - case fan, cpu fan, psu fan, gpu fan.
It can be noise from a mechanical hard drive.
It can be coil whine noise from motherboard or gpu.

When you have located source of the noise, only then you can think of ways for fixing it.
Fans can be replaced.
PSU can be replaced. I would not recommend opening PSU and replacing fan though.
GPU fans or entire GPU can be replaced.
Mechanical hard drive can be upgraded to SSD. Those do not make any noise at all.
