I did this thing which made a goood difference. I went to control panel > power options > change battery plan/options > advanced settings > Maximum CPU processor state and changed 100 to 80
Just like overclocking you can try to lower the voltage. AMD has to set the voltage high to cover all the silicon lottery. Should be some room to adjust unless you are really unlucky.
In addition to what has already been said I would look into a aftermarket cooling solution such as the CM EVO 212 or Cryorig H7. Another option is delidding the CPU either yourself or sending it out to be done (last resort).
