How to reduce the chance of static when working on my PC?

I live in an apartment that is completely carpeted. I also have a cat, but it never comes into my room because it hates me lol
Anyways, I'm planning on switching out my PSU, a couple of fans, and maybe throw in some LED strips to pimp out my rig.
I'm worried about frying my motherboard when switching out the PSU. I know you guys are gonna say "just slap the case and you'll be fine" but I don't want to risk it. Plus, I'm still confused about the whole "can't do it if the case is painted". My case is black, so it means it's probably painted. What "exactly" do I touch to keep myself grounded? I know to keep the PSU plugged into a grounded outlet and turned off.
In all seriousness: If I get bare-ass naked, stand on a piece of cardboard, and don't move my feet at all, can I build my PC safely?

I've looked into those but again, I don't know where to attach the alligator clip. Not sure which parts of my case are painted, or if that even matters.
 


You would attach that to the clip to the PSU grill.
 


What's the PSU grill? Keep in mind I just asked if I should build my PC naked, so you can pretty much assume I'm slightly stupid.
 


The fan grill on the PSU. And even if your pc case is painted, you can touch it to discharge yourself unless it is plastic. Make sure the PSU is plugged in to the wall and OFF.

I rebuilt pc's on carpet before and as long as I was wearing the right clothing and I was staticy (along with touching the case just incase), I felt fine. I had my band connected to my case because I didn't really feel too worried (had no clue if that did anything).
 


So the wristband will keep me completely safe? Regardless of the carpet and cat?
 


If you want to be safe you can stand on cardboard or whatever, but generally you shouldn't worry if you do what I did above.
