How to reformat a hard disk with windows on it (HELP)

Ok so I have a Seagate Barracuda 250GB HDD. I want to transfer this to my upcoming new PC but i dont know how to reformat it while I am using it and windows is basically on it so I need help

You will most likely need to do a clean install. Backup all your data if necessary, and put the drive in your new computer. Insert the windows installation CD or whatever OS you are using and during the install process you will be given the option to partition and format your hard drive.

I tried to this this before when i got a virus i reinstalled it in my pc (old) no partition and clean install option it only asks me which partition am i going to install it into

When that happened, you should have seen an option at the bottom of the screen to remove a partition. You need to remove all the partitions first. Then you can either repartition it or format the complete drive.
