What do you mean refresh? Homegroup is either enabled or it's disabled.

Yes, but if something changes, it doesn't seem that Windows is aware of it. I moved some folders and can no longer access them because Homegroup still points to the original locations.

This will refresh the list of computers in windows file explorer, under the "Homegroup" and "Network" Icons.
Easy way:
While the computer is on, unplug the Ethernet connection from the back of your computer, wait 10 seconds, then plug it, back it.

The other way:
If you can not get to the back of your computer; in "Change adapter settings", disable then re-enable your internet connection.
