Just would like to ask if this is possible. Given 40 computer units with its own ups and a server unit to control what computer will turn on/off including the ups itself

Solution
You can use Wake On LAN (WOL) to turn on computers (if they support it) (http://www.howtogeek.com/70374/how-to-geek-explains-what-is-wake-on-lan-and-how-do-i-enable-it/)

Certain UPS have network connectivity options and you can manage it through a web interface, you'd need one of these.

In order to shut down computers you can use remote admin shutdown. (https://technet.microsoft.com/en-us/library/cc770416(v=ws.11).aspx)

sorry tripplite brand is not available in our country. Are there different brands that have the same functionality? I do not know what feature to look for.

Philippines. The most widely available used ups here are apc. Ive read in some forums that some apc ups have an auto shutdown but i dont understand what their talking about lol. One idea of mine is just to connect the ups on a relay board and just have the pc shutdown via the powerchute software of apc when power is cut by the relay.
And turn it on via lan or bios setting when power returns. The problem though is the ups ,as it is still on with its its power on button still pressed.

You are outside my expertise area but I know we have APC devices called power distribution systems that we use to turn the power on and off for devices in racks are in data centers with no staff. They also have lots of fancy features that let up track power consumption by device.

Not sure if they sell models with ups also we use a large central UPS on the datacenter.

rogue leader, oh didnt know the powerchute has a auto shutdown for the ups itself. I'm basing it on this site http://www.howtogeek.com/howto/33776/powerchute-makes-managing-your-apc-ups-easier-during-power-outages/
as i dont have access to a ups right now so i dont really know what the interface of the powerchute looks like and its probably outdated on the site linked.
Also i saw this a while ago https://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/pwrmn_ups_configure_ups.mspx?mfr=true
its in win xp that allows a ups to autoshutdown when pc is off , i dont see it in win 10 though. I think though with the ups shutting itself off and with its power button still depressed a return of power would turn it back on. One way to find out lol.
Thanks for helping
bill, yes ive read in other sites about network cards that are attached to a ups but currently i still dont know how to operate it and also rack mounted ups are out of the budget for now . thanks for the help though

IIRC I have Cyberpower, Tripplite, and APC UPSes at home and all of them have digital power buttons, so if they were to power down they would need to be physically turned on. The only one that could be turned on remotely would be the Tripplite because its a rack mount unit, and only if I bought the network controller card.

Hmm i recently came upon an open source software called apcupsd for apc ups that enables inputting of codes on a command line to control a ups. Have you by any chance heard or used this software before?

Heard of it but never used it. Yes it makes it easy to set up macros to do different UPS related tasks. Still remote turn on likely is not one of them.

I see anyway thanks you for all the input. I'll just have to try out the apcupsd as i dont have any choice since i cant seem to find any local seller of tripplite
