Well, If indeed it is caused by a virus:

Use a working computer to download a Rescue Disk or USB to boot the infected computer from to attempt to remove the virus and allow Windows to start. Your Anti Virus site probably has one. Also other sites like Kapersky have them.

PS: Have you tried booting into safe mode on that computer ?
