Didn't say but let's assume you mean Office 2007 or Officd 2010.

Go to the Programs and Features applet in the Control Panel, choose the MS Office program, right click and and click on 'change'. You will get several choices, one of which is uninstall a component of Office. There you can Uninstall MS Outlook from the Suite.
