How to remove personal security

My friend downloaded this on his computer now he is unable to do anything he cannot get into anything, from what I am reading it says to download files to another computer and copy them to a CD and then run that on his computer. So two questions if I download the files on my computer is it looking like it is searching for the personal security virus, do I let it just run thru as if my computers had the virus? Second question since it is not allowing him to do anything on his computer is he going to be able to even use the CD and run it on his computer?
