How to remove unused CD drive icon from "My Computer"

Well I have an external hard drive that for the longest time has used the letter "I" but I removed it because I was moving files to my work computer. When I connected it back for some reason there appeared a new CD drive icon and it took the letter I and my external harddrive became J

This caused a whole bunch of issues for me because I had at least 100 different files and installations linked to my external hard drive and now they stopped working. I can't disable it using Disk Management because it does not show up on there it literally skips over the letter I and goes to J after H

How can I remove the CD drive so I can change the drive's letter back to I.

Also the CD drive isn't showing up in device manager so I have no idea wtf this is.

I don't necessarily need to remove it just change the drive letter to something else so I can change the External Hard Drive letter back to I, but I can't change it because its not showing up in Disk Management.
