How to restore a laptop to default with windows 7?

Okay so the problem is whenever I start my laptop, it will load the dell symbol and then begin loading windows, at which point a blue screen flickers on and automatically restarts.

I've tried starting in safe mode with no difference, I've tried launching start up repair, and all the advanced restore options as follows. Systems restore does not work as I have restored it back to as early as possible and it still has made no difference. Systems image recovery won't work as I have no prior images to restore it to. Also the memory diagnostic comes up with no errors every time I've done that. I've tried booting the laptop with the windows xp disc as I would like to install that anyway.

I have followed the steps on the dell website but they do not work as for some reason my computer does not have the dell backup and recovery manager that their steps point to.

No new hardware has been added to the laptop either.

I have no problems completely restoring the computer to the default settings as I want to do that anyway, so yea my question is how to fix the problem by restoring it if possible. And the laptop is Dell Latitude E5400 if that matters
