Are you asking how to run a windows 95 or 98 based program on windows 7.
You right click on the program .exe or install.
And select windows compatibility mode.
If a program contains legacy 16-bit code it cannot be run in a 64-bit environment, even in compatibility mode. The only option is to install something like VMware or Virtualbox running an instance of 32-bit Windows, into which you install your 16-bit code. Or, as suggested above, if you're running Windows 7 Pro or higher you could install Virtual XP mode.
