f you have Windows 7 professional or ultimate you may be able to run in XP-mode. XP-mode is 32-bit XP sp3. You can also download and install the Win 7 version of Microsoft Virtual PC along with XPM (XP Mode).

Solution

If a program contains legacy 16-bit code it cannot be run in a 64-bit environment, even in compatibility mode. The only option is to install something like VMware or Virtualbox running an instance of 32-bit Windows, into which you install your 16-bit code. Or, as suggested above, if you're running Windows 7 Pro or higher you could install Virtual XP mode.
