ARP is the command which coverts the IP address(logical) to (physical) MAC address. Now to convert MAC to logical we need RARP command . I tried it at command prompt but it says not an internal command and that leads me here?

What is the tool /software required to run RARP command on windows 8?

the ARP command doesn't "convert" anything in a syntactical sense, it shows you the table of mappings of IP addresses to MAC addresses that the local machine knows. You should be able to ascertain both from looking at the table. RARP is a separate protocol, apparently related to DHCP & obsolete according to wikipedia. Never heard of it myself. The Linux "arping" command might be worth looking into, don't know of an equivalent for windows.
