How to scan for wifi devices?

Okay, this is kind of a weird one. Simply put, I am looking for a way to scan for any wifi device that is transmitting a signal, regardless of whether it is connect to my LAN or not. Why do I want this? Well, because I have a wireless IP camera that I need to connect to wireless that was configured for my old router and that the ethernet port has become damaged on, so I can't hook it up to the router to reconfigure it. I know it is transmitting via wifi, but it is not connected to my current network. I need a way to detect it and connect to it directly via wifi so I can reconfigure it to connect to my current network. Any Ideas?
 
The problem is not connecting to my network and finding devices on my network. The problem is that the device I wan to connect to is not connected to my network or any network for that matter. It is broadcasting a signal to a network that no longer exist. All programs I have looked at are only for scanning for devices connected to a network. I need a scan tool that can scan for devices that are not connected to a network.
 
I would see if you can borrow a router to configure it like your old one. See if the camera will connect to the borrowed router. If not, can you factory reset the camera? There might be an unencrypted default SSID that it would connect to. Check the users manual.
 


I have the old router that it was configured to connect with, but the settings have been changed many times since the camera was connected to it. The camera has been in storage for a year and I can't remember what the setting were when it was last connected to the network. It worked fine when I stored it. Now when I connect it via the ethernet port, it does not show up in my network.

I hooked it up to my router with the Ethernet cable to set it up, but it is not showing up for some reason. I have tried everything. I swapped the power source, changed the Ethernet cable, tried old router, hooked it directly to my computer with the ethernet cable. I have tried several IP scan tools and even logged into the router and checked the DHCP client table. It is not showing up anywhere.

I know the camera is on because I can see the IR lights glowing. The green and yellow lights on the camera ethernet connector also light up when I plug the ethernet cable in. I have pushed the reset button many times too.

The camera is working, I just can't set it up because it not identifying itself on the network over ethernet. When I connect it directly to my computer, it just reads "IDENTIFYING...." forever in the Network Center.
