How to set a Static IP ?

Hello guys.!
I'm a Counter Strike:Global Offensive player and I live in India.
I usually get 70-80 ping on Indian servers. Yesterday while playing my net got disconnected
and when I connected back, I was getting ping like 40-50. My IP usually looks like this
"117.200.78.181" but yesterday when I saw it was somewhat like this "59.90.196.52"
I found out that this IP Address was of my neighbouring state. I tried to set this IP as default but
couldn't do it. Ping really matters for an online gamer, so please help me to set "59.90.196.52"
as my IP Address.

There's nothing you can do. The IP is set by your ISP. You can probably pay them for better service. But there is no way you can control what IP address you get.

Can't I get a Static IP ? By setting up that IP in IPV4 ?

No - you have to get it allocated from your ISP.
