[SOLVED] how to set apps high priority permanently

Hi,
i have this problem that lively wallpaper loads too slow ( 3 - 6 sec) at startup.
i wanted to load instantly i searched up and people said i need set it high prority.
how i can set it high priority permanently? without any thirdparty software?
my lively wallpaper location: C:\Users\(user)\AppData\Local\Programs\Lively Wallpaper
im pretty sure its not my pc
pc specs:
11700k
16gb DDR4 3200
GTX 1660
512GB SSD
2TB HDD

That may or may not change anything depending on what other software is starting at boot.
 
Disable Lively Wallpaper from startup.

Reboot 2 or 3 times to determine if the boot is faster.

If the boot is faster then boot again (without Lively Wallpaper) and open Task Manager or Resource Monitor. Use both tools but only one tool at a time.

Leave the tool window open so you can watch what is happening.

Launch Lively Wallpaper. Watch the tool.

The objective being to discover what Lively Wallpaper is doing or may be trying do during startup.

Update, backup, "phone home".....?

Or perhaps something else that may be happening.

i think lively wallpaper its self is slow. its not doing anything when i checked with task manager

Is your C: drive the SSD or the HDD? I assume SSD but we need to confirm.
