Question how to set multiplier for individual cores

i have an 8350k ive beent rying to overclock and even at extremely high voltages (1.38-1.39) one of my cores wont even get past 4.6ghz without crashing! i know this because i run prime 95 small FFT test and the 2nd core just crashes as soon as it starts but the other 3 cores are working great. is there a way to overclock the other 3 cores but leave this problamatic core at stock or a lower multiplier? tempeture shouldnt be a problem my 240mm cooler master aio has been able to keep everything under 80C (at least on the cores that can actually overclock)

btw my mobo is aorus z370 gaming 7

thanks!, i assume i can also tune voltage of individual cores as well? 1.39 is a bit high imo so i might bring it down to around 1.37 and see how high i can get with each core if possible.
