Question How to set Radeon Software?

hey guys, got a PC with :
AMD FX 6350 Black edition
Ga-970a-DS3P
R9 270x 4GB
2 x4GB RAM (Don't know the brand)

So i tried installing a radeon software but everytime my display(TV at the moment) somewhere in the middle (like 33% sometimes its higher) and sometimes after. turn black and wont show anything like its turned off, is there any solution for this? imma from poor family so new gpu is not a solution for me atm

what the make and model of the psu?
and the r9 270x was tested on a working system?
