How to set the boot order?

I just got my new PC built. The motherboard I am using is the asrock h81m. When I turn the computer on, it takes me straight to the asrock UEFI setup utility. What I am trying to do is set my boot order to my optical drive, so I can install windows 8.1 from a disc. Under the boot options I don't see an option on how to set the boot order. I know you can set the options in the bios, but I can't seem to get the computer to start up in the bios either. Am I missing something here? The utility's only options are to set how fast the boot is, and to boot from onboard lan.
 
I don't have it in front of me but in the boot section there is indeed a section for boot priority. Keep looking. Alternatively, you should be able to press F11 to manually select a one time boot device.
 
That is the correct place to set the boot priority. If it says it isn't detected then you will need to figure out why. Check the SATA cables again, try a different cable or drive if possible. Or try the drive in another computer if possible.
