How to set up a fixed IP address

Can someone tell me how to do this please? Is it in network connections? But IPCONFIG says my IP address is 192.168.1.64. My fixed IP address is 87.74.42.129. Where do I put this?

Your internal IP is different from your internet IP... they do not need to be the same.
