How to setup a VoIP dial in VPN server

I hope this question isn't out of place on this forum.

I'm wanting to setup a dial-in VPN server where my parents can dial into my home server without me having to purchase a phone line. Or where they won't have to pay for dial up. Their the type of people that wouldn't let anyone pay anything for them, and they really can't afford it themselves, nor can I. You'd have to know them to understand why. Anyways.

They can't get high speed Internet where they live other then satellite which is expensive. So I had a net talk duo VoIP adapter connected to my windows 7 server's pci modem card and for the last four months they have been able to dial into my server vs VPN for Internet to browse the web email and download pictures to and from my server share. All of sudden the net talk adapter burnt up or quit powering. No lights or anything. I don't have the money to replace it in the near foreseen future.

I had a friend I worked with a few years ago that had a google voice I believe voip virtual modem connection installed on his home server that he would use to dial into his computer with no adapters of physical modems and it worked better then my setup.

I'm wanting something like that. I've searched the Internet with no answers. Please help.
 
It is unclear to me how you were doing this. They need some kind of device to attach to exit their house. I am assuming you are running this on a normal telephone line? Then this is your run of the mill modem used where no broadband is available. You really have no option but to have a modem on your end. Something needs to answer the telephone call.

I would suspect you can get these almost for free if you can find a used one. New ones tend to be pricy because there is very little market anymore.

We toss a box with three or four in the trash just yesterday when we were cleaning up one of our junk storage rooms. 56k usrobotics....big thing in the day.
