How to setup virtual machines for 1 pc two gamers/users

I had this idea after watching Linus and I was wondering how to do it, do I need two cpus? Will the gpu performance be cut in half for each user. Thanks, wanted to know so I can play games like blacklight and skyrim or at least cs go and minecraft
