How to share file access on a private network

My Windows 10 notebook is visible from my Windows 7 desktop however the only user is Public.
:/ Would like to add user name CAG; both the desktop and notebook are connected to a gateway router that is connected to the Internet.

Problem solved when I turned on two sevices:Function Discovery Provider Host and Function Discovery Resource Publication and set them to run automatically
