If you live in the US, take it to your local UPS store. They have padding, boxes, ESD bags, etc, etc.

Not, it's not used to prevent external ESD, but because normal plastic bag could generate and hold static electricity and some bag is necessary, A paper bag would be fine.

Ship with the bag, you have no idea how the package is going to be handled or what it will be nearby. It's best to follow the industry standard also most post offices give it for free.
