Question How to solve it?

Hello,
Compuer not opening in morning/Colud day. Power is there in CPU, but fan not running , monitor not opening.Trying to open again and again but nothing happen. When comper heeting up for a long time(20 mins), then its opening. I did ram clean. Local technician did all chekup. But still problem not fixed. Note that, when somehow computer start it is running 24 hours. There is no any problem.

MONITOR - DELL P2214H (21.5")

The fan not spinning may be the problem. If the CPU fan doesn't show RPM back to the motherboard, it won't boot to protect the CPU. See if the resistance to spinning is higher when the cpu fan is cold. It may just not be able to start because of worn bushings.
